"The following changes to this Knowledge Center have been submitted for your approval"

The security level of this Knowledge Center requires that you must approve any change to this Knowledge Center that users submit.
Those changes include: creating a new Folder; deleting a Folder; uploading a File; deleting a File; uploading a new Version of a File; and deleting a Version.

This option was set when this Knowledge Center was first created - it was either set to "High" Security, which requires that changes be approved, or was "Custom"-set with the "change approval" option set to YES.
